Singapore Airlines shares

SIA share closed down 16 cents to S$8.58 today, almost at par with its lowest (S$8.25) during the SARS period of 2003. During SARS, SIA laid off 600 staff which included 200+ cabin crew, cut flights etc amid a loss of S$6 million a day in April/May 2003.
It will be interesting to note that in 2003, SIA share plunged from a high of $15 to $8.25 whereas today with the Wuhan virus epidemic, it dropped from $8.80+ to $8.58 which is not alarming at all (SIA share price has been sliding downwards since few years ago due to lower profits, higher operating cost etc).
Is this a good time to buy SIA shares since its price has bottomed out?
